          <note type="commentary" xml:lang="en">The διάγνωσις: the council diagnoses a long-standing problem — that most customary dues had been collected without statutory basis — and resolves to inscribe them, alongside the prior law, on a stele opposite the temple of Rabaseirē. The four magistrates named (Bonnēs, Alexandros, Malichos, Zebeidas) are otherwise attested in the prosopography of Palmyra.</note>

              <p>Whereas in earlier times most of the dues were not included in the tax law, but were exacted by convention, since it is written into the lease that the tax collector should make his exactions in accordance with the law and with convention, and it frequently used to happen that disputes arose on this matter between the merchants and the tax collectors.</p>
