King Antiochus to Metrophanes, greeting. We have sold to Laodice Pannoucome and the manor-house and the land belonging to the village, bounded by the land of Zelia and by that of Cyzicus and by the old road which used to run above Pannoucome, but which has been ploughed up by the neighbouring farmers so that they might take the place for themselves — the present Pannoucome was founded afterwards — and any hamlets there may be in the land, and the folk who live there with their households and all their property, and with the income of the fifty-ninth year, at a price of thirty talents of silver — so also any of the folk of this village who have moved away into other places — on the terms that she will pay no taxes to the royal treasury and that she will have the right to join the land to any city she wishes; in the same way also any who buy or receive it from her will have the same right and will join it to whatever city they wish unless Laodice has already joined it to a city, in which case they will own the land as part of the territory of the city to which it has been joined by Laodice.
We have given orders to make payment in the treasury at… in three instalments, the second in Xandicus, the third in the following three months.
Give orders to convey to Arrhidaeus, the manager of Laodice’s property, the village and the manor-house and the land belonging to it and the folk with their households and all their property, and to enter on the sale in the royal records in Sardes, and to inscribe it on five stone stelae: give orders to erect the first in Ilium in the temple of Athena, the second in Samothrace, the third in Ephesus in the temple of Artemis, the fourth in Didyma in the temple of Apollo, and the fifth in Sardes in the temple of Artemis; and immediately to survey and mark the land with boundary stones and to inscribe the survey on the stelae [just mentioned]. Do you then in accordance with the letter of the king place the contract and give orders to cut the deed of sale and the survey on two stone stelae, and of these to set up the one in Ephesus in the temple of Artemis and the other in Didyma in the temple of Apollo, and to supply from the treasury the money required for this. Let it be your care that the stelae be erected as soon as possible, and when it is done write to us also. There have been [……] Pannucome and the manor-house and the land belonging to it and the peasants [who live there, and there has been conveyed] to Arrhidaeus the manager of Laodice’s estate, by [……]crates the hyparch, the village and the manor-house and the land belonging to it, in accordance with the written order of Nicomachus the financial officer to which were attached that from Metrophanes and that from the king which had been written to him, according to which it was necessary to make the survey:
from the east, from the land of Zelia which adjoins the land of Cyzicus, the ancient royal road which runs to Pannucome above the village and the manor-house — this was pointed out by Menecrates the son of Bacchius of Pythocome and by Daus the son of Azaretus and Medius the son of Metrofotus of Pannucome, it having been ploughed up by the peasants living next to the lot; from this to the altar of Zeus which lies above the manor-house and which is, like the tomb, on the right of the road; from the tomb the royal road itself which leads through the Eupannese to the river Aesepus. The land has been marked with stelae according to the boundaries as pointed out.
The royal letter records a sale, not a grant: Antiochus II sells the village of Pannou-kome with its bāris (manor/fort) and adjoining land — together with the resident laoi and the revenues of the 59th Seleucid year — to Laodice for thirty talents of silver, payable to the kata strateian treasury in three instalments. Laodice is exempted from royal taxes and may attach the land to any city she chooses, a clause that converts royal land into (potentially) civic territory (Welles 1934, 89–96).
Metrophanes, satrap of the Hellespontine region, transmits the king's order to a subordinate, directing that the deed of sale and the survey be cut on two stelae — those in his purview, at Ephesus and Didyma — with the cost drawn from the royal treasury, and that Timoxenus the bibliophylax file the documents in the royal archive at Sardes (Welles 1934, 100–101). Lines 1–5 are restored by Welles.
The survey (periorismos) records the formal handover of the estate to Arridaeus, manager of Laodice's property, by the hyparch, in execution of the prostagma of Nicomachus the oeconomus (to which the letters of Metrophanes and of the king were appended). The bounds run from the east along the Zeleïtis, which adjoins Cyzicene territory, by the old royal road above Pannou-kome, past the altar of Zeus and the tomb, through the Eupannese to the river Aesepus — pointed out by named locals and surveyed by Menekrates son of Bacchios (Welles 1934, 102–103).
