4. Historical context4. 历史背景
The Eleusinian First-Fruits Decree regulates ἀπαρχαί (first-fruits offerings) of barley (κριθαί) and wheat (πυροί) to the Two Goddesses (Demeter and Persephone) at Eleusis. Per ML 1969 (p. 220, verbatim above): "The prescript is normal, save that the motion had been formulated by a body of συγγραφεῖς (l. 3) and could be described as αἱ ξυγγραφαί (l. 47)." The συγγραφεῖς ('drafters') were an Athenian institutional category for complex legislative drafts; the decree thus has a two-level structure: drafted by συγγραφεῖς, then proposed to the boule + demos, then amended by rider from Pampon.
The case study contributes three things to the dossier:
- The συγγραφεῖς + ψήφισμα + rider pattern — a three-stage decree-genesis recognisable in later legislative procedure (cf. Lykourgan nomothesia, case #10).
- The dual-publication clause — "two stone stelai, one at Eleusis in the sanctuary, the other [presumably at Athens]" — instantiating the F.ANAGRAPSAI publication formula in its DUAL form (the dossier's first such case).
- The cult-tax economic vocabulary — ἀπαρχαί, πελανός, sales of surplus → conversion to ἀναθέματα → naming the funding source on each dedication. This is the dossier's most explicit case of the economic-cult vocabulary the typology's F.CONCEPT_GRC list catches.
Per ML 1969 (p. 221, verbatim above): "the ἱεροφάντης and the δᾳδοῦχος (ll. 24–6), appeal is made to ancestral custom and the Delphic oracle. Isocrates (iv. 31) speaks of ἀπαρχαὶ τοῦ σίτου as annually offered by most cities." The decree thus draws explicitly on both ancestral-custom and Delphic-oracular authority, while regulating what was apparently a widespread Greek cult-practice.
