Hippomenes proposed: For Pythophanes of —stus, since he is a proxenos and benefactor of the Athenians and does what good he can to the city of Athens and that of —-stus, the decree previously voted for him shall be written up on a stone stele by the current secretary of the council and placed on the acropolis. The money belonging to Pythophanes in Athens or in any other place which the Athenians rule, and what he says about the ship and about the money (?), nobody shall wrong, and he shall have immunity from seizure for himself and his money both coming and going. Let this be decreed, wherever the Athenians rule, for all the family of Pythophanes in the same way. So that this shall come about, the generals in office at any time and the council in office at any time shall take care. OR 2017 commentary (verbatim OCR)§i is typical of the fifth and early fourth centuries in not specifying the honorand's good services (cf. 157, 162). What is highly unusual about §i is its prescript, which was significantly different from those of decrees acted under the democracy (cf. Introduction, pp. xxi–xxii). The first two lines cannot be convincingly reconstructed; the placing of the secretary in l. 3 is plausible; and then ll. 5–8 seem [to refer to] the five presiding officers (without title), one acting as chairman, in the 'future' oligarchic constitution of Ath. Pol. 30. v, and assigned the decree to the intermediate régime of 411/0, in which he was generally followed (cf. most recently Harris). However, Lenschau and de Ste. Croix noted that Carystus, then regularly restored as Pythophanes' city, was in revolt at the time of the intermediate régime (Thuc. viii. 95.vii), and preferred the régime of the Four Hundred in summer 411, whose recruitment was centred on five proedroi (Thuc. viii. 67.iii…) and once in office appointed an unknown number of prytaneis (Thuc. viii. 70.i, cf. OR 2017 (pp. 449–450, verbatim OCR'd above) reports that the decree's prescript is not the standard democratic Athenian prescript. Two reconstructions of the regime that passed it are in OR's commentary text: (a) Harris, following an older tradition, assigns the decree to the intermediate régime of 411/0 (the so-called Five Thousand); (b) Lenschau, de Ste. Croix and OR's authors prefer the régime of the Four Hundred in summer 411. The choice between them turns on whether Carystus (commonly restored as Pythophanes' city) was at that moment in revolt — Thucydides 8.95.vii says it was during the intermediate régime, which rules out the Carystus restoration if the intermediate régime is preferred. What is uncontested: the inscription preserves a non-democratic Athenian decree-prescript whose body slots — proxeny grant, asylia, inscription clause, publication on the acropolis — are recognisable democratic-Athenian formulae.
