Per RO 2003's commentary at p. 453 (OCR'd verbatim above), the Lykourgan ephebeia was "almost certainly initiated in the middle of the 330s, partly in response to the Athenian defeat at Chaeronea in August 338 BCE." The decree's form is recognisably an Athenian honorific decree: motivation clause ("since the sophronistes declares that…"), praise verb (ἐπαινέσαι), crowning verb (στεφανῶσαι), motivation tag ("for their good order and discipline"), then a parallel set of clauses for the sophronistes himself. Per RO 2003 (verbatim above): "No fewer than eight ephebic inscriptions survive from the period 333–329 which list the ephebes for a particular year from a particular tribe."
