The Constitutio
Antoniniana

The Constitutio Antoniniana — the edict by which the emperor Caracalla, in AD 212, granted Roman citizenship to (very nearly) every free inhabitant of the empire. It survives, badly damaged, as the first of three constitutions of Caracalla copied onto one papyrus, P.Giss. I 40: with it, the recall of the exiles and an edict on the Egyptians resident in Alexandria.
