In 186 BCE Seleucus IV Philopator — the son of Antiochus III, ruling a kingdom hobbled by the Roman indemnity of Apamea — wrote to Theophilos, the royal overseer (epistates) of Seleucia-in-Pieria, and to the city's magistrates and people. His business is the honouring of Aristolochos, one of the 'honoured Friends' of the court, who had 'rendered services with all good-will to our father and our brother and ourself, and at the most critical times given assiduous demonstrations of his attitude toward our state'. The king has voted him a bronze statue and wishes it set up in the city; he provides for him 'in other matters too, worthily of the good-will he displays'. The stele preserves, above the letter, the city's answering decree: 'Resolution of Theophilos the epistates and the magistrates — since from the king an ordinance (πρόσταγμα) has been delivered concerning Aristolochos … of which the copy is appended below', the city duly enacts the honour. It is the corpus's only document of Seleucus IV — the king of the Heliodorus affair (2 Macc. 3) and of Daniel's 'raiser of taxes' — and a clear window onto two things: the continuity of the Seleucid philos-network across the dynasty's generation of crisis (one Friend serving father, brother and king), and the texture of Seleucid civic management, where a royal letter styled a πρόσταγμα is ratified by a city whose own presiding officer is the king's epistates.
