What the three decrees do is administratively small: they authorise that an inventory of dedicated objects in a single Athenian sanctuary be drawn up, written down, and handed off to the next year's priest. The decrees are bureaucracy — receipts of accountability between Athenian boards. What they look like is the opposite of small. They use the full Athenian decree-prescript machinery: dating by archon and prytany ordinal and secretary and meeting type, the proedric presidency formula, the boule + demos enactment formula, the named proposer with patronymic and demotic, the probouleumatic motion tail with its archaising ξυμβάλλεσθαι. The point that this case study exists to make is that the Athenian boule's response to a routine accountancy task is to deploy the same formal apparatus that it deploys for war and peace and citizenship — that formulaicity is the genre's grammar, not its rhetoric. Although much of the body is restored, the formula slots themselves are confidently restored because the surviving cues (e.g. the visible terminations -εγραμματευεν, -επεψηφιζεν, -ειπεν) lock down the formula type. The case study draws its argument from the slot-skeleton, which is firmer than any individual word.

The three text-boxes are visually monotonous, and that is the analytic point. Every coloured marker in Decree B has a mirror in Decree A. Two different archon years, two different prytanies, two different proposers, two different operative motions — and the same formulae instantiate the same slots, in the same order, with the same wording down to the participial inflections. Henry 1977 (the canonical study of Athenian decree-prescripts) showed that by the late fourth century Athens had settled on a stable seven-slot prescript sequence — archon / prytany ordinal + tribe / secretary / day of prytany + meeting type / proedric presidency / enactment / proposer. Henry calls this the "perfect design," dated firmly by IG II² 778 to 250/49 BCE. Our three Asklepieion decrees fall exactly in the perfect-design window: Decree B is from 265/4 BCE (archon Euboulos), Decree A from 248/7 BCE (archon Diomedon) — flanking IG II² 778 on either side. Reading their prescripts is reading Henry's "perfect design" in real specimen form, three times in a row. Beyond the prescript, all three decrees deploy the second canonical Athenian formula bundle — the probouleumatic motion-formula that Rhodes & Lewis 1997 abbreviated δ/ψτδ in their Appendix grid, in its expanded form. The formula chain runs: "the proedroi who happen to be presiding shall deal with the matter [τοὺς λαχόντας προέδρους … χρηματίσαι] / opinion of the boule shall be put to the demos [γνώμην δὲ ξυμβάλλεσθαι τῆς βουλῆς εἰς τὸν δῆμον] / it seems good to the boule that [ὅτι δοκεῖ τῇ βουλῇ — — —]." The case is striking because the EBKTD enactment formula in the prescript and this probouleumatic tail in the motion together encode the complete procedural fact that the boule's draft was here adopted verbatim by the demos. All three decrees close with directives in the F.ANAGRAPSAI family — Decrees A and A′ specify ἀναθεῖναι εἰς τὸν νεών ("to set up in the temple," the dedication being the inventory list itself), Decree B closes with καὶ ἐπιγράψαι τὸν ἀναθέντα ("and to inscribe the name of the dedicator"). This is the slot at which the decree turns into the inventory: the same dossier produces both the authorising decree and the inventory stele, and the publication clause is the textual hinge between them. Lambert (cited at the end of excerpts_greek_decrees_A.md) reads the standard inscription clause ἀναγράψαι τόδε τὸ ψήφισμα ἐν στήλῃ λιθίνῃ καὶ στῆσαι ἐν ἀκροπόλει as a topographical instruction read off the stele; the Asklepieion variant ἀναθεῖναι εἰς τὸν νεών is exactly such an exception that — Lambert insists — counts as data, not error.

The Athenian Asklepieion is set on the south slope of the Acropolis, immediately above the Theatre of Dionysos. It was founded in 420/19 BCE by the private citizen Telemachos of Acharnai in the immediate aftermath of the great plague of 430, which Thucydides describes (2.47–54) as having killed roughly a quarter of the Athenian population, including Pericles. Throughout the Hellenistic period the sanctuary became one of the densest accumulators of votive offerings in the ancient Greek world: silver-plated body parts (eyes, ears, hands, breasts, legs — each thanking Asklepios for cure of the corresponding affliction), gilded crowns, statuettes, gemstones, drachmas in coined and uncoined form. Aleshire 1989 calculated that the Hellenistic inventory steles record over two thousand dedications by name. The word ἐξετασμός appears in line 4 of Decree A and (restored) in Decree B. It is the technical Athenian term for an "examination" of religious property: the systematic listing of dedications stored in a sanctuary, their material, weight, dedicator's name, and (often) the occasion of dedication. The audit is performed by an annual board (the ten elected men named in line 9 of Decree A, five Areopagites and five councillors), supervised by the priest of the year and the strategos epi tēn paraskeuēn (the "General in Charge of Provisioning"). The Asklepieion's resulting inventories — IG II² 1532, 1533, 1534, 1536, 1539, 1540, 1541, etc. — constitute one of the densest documentary records of any Greek sanctuary's wealth, and Aleshire's 1989 study collated and reinterpreted them as a single dataset. The single most telling political detail in Decree A is the prytanising tribe: Antigonis. This is the thirteenth Athenian tribe, created in 307/6 BCE in honour of the Macedonian dynast Antigonos Monophthalmos and his son Demetrios Poliorketes — a piece of nakedly transactional civic flattery enacted by the boule + demos in exchange for Antigonid liberation of Athens from Cassander. By the date of Decree A (Diomedon, 248/7 BCE), Antigonos II Gonatas's Macedonian garrison has been re-installed in Piraeus for over twenty years, since the end of the Chremonidean War (267–261 BCE) in which Athens, with Egyptian and Spartan support, had tried and failed to throw off Antigonid hegemony. The phenomenon the dossier documents is therefore not Athenian civic autonomy at its peak but Athenian civic formality persisting through political subjection: the boule still meets, the prytany still rotates, the secretary is still elected by lot, the proedric chairs are still drawn, the demos still ratifies in EBKTD form — and the decrees about silver dedications at the Asklepieion are issued in the same chancery prose they would have been issued in under Demosthenes. The formula bundle is what survives; the political moment around it shifts. The three Asklepieion decrees are exactly Henry's seven-slot sequence in this order. Reading Rhodes' typology onto the case: the three Asklepieion decrees declare themselves to be probouleumata adopted verbatim. The prescript chooses EBKTD; the motion-formula tail in §3.2 above completes the diagnosis by deploying the full probouleumatic chain γνώμην δὲ ξυμβάλλεσθαι τῆς βουλῆς εἰς τὸν δῆμον ὅτι δοκεῖ τῇ βουλῇ. The Asklepieion variant ἀναθεῖναι εἰς τὸν νεών (Decree A) and ἐπιγράψαι τὸν ἀναθέντα (Decree B) are exactly such formula-coded topographical instructions.
