Attalus to Amlada: the release of the hostages and relief from payments

About 160 BCE the Attalid king Attalus answers a petition from 'the city and the elders of Amlada', a small Pisidian hill community that had defected during the Galatian war. Its envoys — Oprasates, Nalagloas and Menneas, bearing native Anatolian names — came with a written memorandum asking three things: that their hostages be released, that the nine thousand drachmas they owed as arrears of a war 'repair-levy' be cancelled, and that their annual tribute of two talents be eased, for they were 'oppressed by many burdens and now in weakness'. The king answers point by point. 'Seeing that you have repented of your former offences' and that they zealously carry out his instructions, he takes forethought for them: he deducts three thousand drachmas from the tribute and the assessment, cancels the nine thousand of arrears, and — the letter's climax — frees the hostages. It is the corpus's first letter to a subject community rather than a free city: the machinery of imperial discipline, hostages and tribute and collective punishment, relaxed as calculated grace — the other face of the same Attalid kingship that courts the Greek leagues.
